This decision was based on the "Law on Retaliatory Actions," under which Iran responds to actions that threaten its security.
Earlier, Josep Borrell, the head of European diplomacy, announced the inclusion of the IRGC in the list of terrorist organizations, which served as the basis for Iran's response.
The General Staff of the Armed Forces of Iran characterized the EU's move as hostile towards the Iranian people and warned that all consequences of this decision would fall on the shoulders of European authorities.
It should be noted that mass protests had previously taken place in Iran, triggered by an economic crisis and the fall of the national currency, which began in late December 2025.
