According to Borrell, this decision is due to significant civilian casualties during the recent anti-government protests that took place in Iran.
The Iranian Foreign Minister, Abbas Araghchi, commented on this decision as a strategic mistake on the part of the European Union. He stated that several countries are currently making efforts to prevent conflict in the region, but none of them are from Europe, which, according to him, is only adding fuel to the fire. Araghchi pointed to the recent actions of the United States, which also contributed to the activation of the snapback mechanism for restoring anti-Iranian sanctions, and called the decision to recognize the Iranian armed forces as terrorists a "serious strategic mistake."
The General Staff of the Armed Forces of Iran characterized the EU's decision as a manifestation of antagonism towards the Iranian people and emphasized that the consequences of this step will weigh on the conscience of European politicians.
Earlier, mass protests took place in Iran, triggered by the economic crisis and the fall of the local currency, which began in late December 2025.
