Why 10 Months: Authorities Responded to Criticism of Training Duration in Driving Schools

Daiyrbek Orunbekov, head of the information policy service of the President's Administration of Kyrgyzstan, provided clarification regarding the duration of training in driving schools. His comment was published on social media amid public discussions.

He noted that despite previously provided explanations, citizens continue to ask why the training period is set at 10 months. Orunbekov emphasized that these measures are aimed at improving driver training and reducing the number of accidents on the roads.

“A driver who has undergone quality training poses no threat to themselves, passengers, or other road users. Every year, many people die because of those who obtain licenses without knowing the rules,” he said.
According to him, the state's goal is not to create inconveniences for the population.
The main task is to ensure safety on the roads and preserve human lives. Orunbekov explained that the 10-month course includes both theoretical and practical classes and does not imply daily training. Classes will take place two to three times a week for 2-3 hours, with the possibility of an online format.

Criticism that two and a half months is sufficient for training a driver has also been refuted. Orunbekov believes that such a period is too short for a deep understanding of the necessary knowledge. The training program is set to include psychological preparation and elements of road ethics.

“Conflicts on the roads arise from intolerance and rudeness. Therefore, the curriculum will include topics on driving culture and mutual respect,” he added.
As an example, he cited the experience of various countries where the process of obtaining a driver's license takes from six months to several years.
For instance, in Finland, training can last up to a year, after which a temporary license is issued to the driver. In Germany, the duration averages from 6 to 12 months, in Sweden and Norway up to a year, while in countries like the UK, Canada, the USA, Australia, and New Zealand, this process can take up to two years.

Orunbekov also provided statistics on road traffic accidents in Kyrgyzstan. According to him, in 2025, the country recorded 8,456 traffic accidents, resulting in 900 deaths and 12,169 injuries. Over the past ten years, there have been more than 75,000 accidents, claiming over 9,000 lives.

“Kyrgyzstan ranks among the leaders in the number of fatalities from traffic accidents. All measures taken are aimed at ensuring the safety of citizens and reducing mortality on the roads,” he emphasized.

In conclusion, Orunbekov noted that many drivers are not familiar with the Traffic Rules and sometimes do not remember which driving schools they attended, which is a consequence of past corrupt practices.
