The President provided clarifications on the issue of replacing driver's licenses


- The issue of replacing driver's licenses has not been raised for almost three decades. Previously, our passports, ID cards, and driver's licenses were produced outside the country.

At the same time, their protective features left much to be desired. Since last year, we have started producing all state documents at the "Uchkyn" enterprise.

Currently, we are producing technical passports, driver's licenses, and state registration plates for vehicles. The quality of these documents meets the highest standards.

Previously, cases of forgery and sale of old driver's licenses and ID passports among migrants were quite common. Currently, it is still possible to encounter counterfeit licenses in Russia.

There have also been cases of terrorists being detained with fake Kyrgyz passports.

This has negatively affected the reputation and international image of Kyrgyzstan.

With the new documents, such situations should remain in the past. The concept of "forgery of documents" will be completely eliminated.

For this reason, we have initiated the current transformations. The free replacement of all old driver's licenses will eliminate the possibility of using counterfeit documents both within the country and beyond its borders.

Currently, there are cases where some citizens acquire fake licenses in Russia and then return to Kyrgyzstan, driving cars with these documents.

In light of the above, a nationwide inventory of all driver's licenses and other official documents is being conducted.

The goal of these actions is to identify illegal documents, streamline the process, ensure the safety of citizens, and maintain the international authority of the country.

Therefore, a decision was made to update all old driver's licenses.

I want to emphasize that the new licenses have a high level of protection and cannot be forged. Citizens are strongly advised to exchange their old documents for new ones.

- The issue of the validity period of driver's licenses raises many questions. Some are indefinite, but in "Tunduk," the validity expires in 2027 or 2028. What should be done in this case?

- Allow me to explain. Due to the reasons mentioned above, both old ID cards and driver's licenses are being updated.

Thus, regardless of plans for travel abroad or movement within Kyrgyzstan, all citizens must exchange their licenses for new ones.

Some documents are so worn that the name becomes illegible, and the photograph is hard to recognize. Therefore, even indefinite licenses are subject to replacement.

The document exchange service is available without days off, from 8:30 AM to 11:00 PM.

Previously, a medical certificate No. 083 was required for the replacement of indefinite licenses, but to simplify the process, such a certificate is no longer needed.

A medical certificate is only required for those obtaining a license for the first time.

- The convenience of citizens has also been taken into account: there is now the possibility of exchanging licenses through the "Tunduk" portal. However, unfortunately, there have been cases when the portal was not working. Why were there system failures at such an important moment?

- Allow me to clarify the situation with the "Tunduk" portal. Previously, the previous governments only declared the need for digitalization, but in practice, this direction did not receive proper attention. Funding was not provided, and the servers were not powerful enough.

As a result of the lack of investment in the modernization of the server infrastructure, 122.5 million soms were allocated from the Presidential Fund to improve the platform.

Currently, JSC "Tunduk" is looking for suppliers of the necessary equipment. Additionally, for the first stage of modernization, 9.5 million soms have been allocated from the republican budget.

As a result of these measures, the capabilities of the system will significantly increase.

Recent failures in the operation of the "Tunduk" portal were caused by a sharp increase in the number of users, which created a load that the server could not handle.

Work is ongoing to resolve this issue.

Citizens are strongly advised to replace old ID passports and driver's licenses with new ones.

In the future, the international community must be assured of who is a citizen of Kyrgyzstan.

There should be no ambiguities in our country.
