Sadyr Japarov explained why driver's licenses are being completely replaced
Currently, free replacement of old driver's licenses is being carried out in Kyrgyzstan. All indefinite licenses can be exchanged at no cost until February 15.

- Hello, Sadyr Nurgoyoevich. Recently, there have been disputes in society regarding the replacement of driver's licenses. Some say they should be replaced, while others are convinced that the deadlines will be extended. What is the reason for this uncertainty?
- Indeed, the issue of driver's licenses has not been raised for almost three decades. Our old documents, such as passports and driver's licenses, were produced abroad.
Their protective features turned out to be insufficiently reliable. Since last year, we have started producing all state documents at our enterprise "Uchkyn."
Now we produce technical passports, driver's licenses, and state license plates with high quality.
Previously, among migrants, there were cases of counterfeiting and selling our old licenses and ID passports. Even now, in Russia, fake documents continue to be used, which has led to the detention of terrorists with counterfeit Kyrgyz passports.
These circumstances have seriously damaged the reputation and international image of Kyrgyzstan.
Now we intend to eliminate such problems. The concept of a "fake passport" will be abolished.
It is for this reason that we launched the process of replacing old driver's licenses. If we can replace all outdated licenses for free and exclude them from circulation, counterfeits will not be able to be used either in the country or abroad.
Some of our citizens return from Russia with fake licenses and continue to drive cars in Kyrgyzstan.
In this regard, a verification of all documents, including driver's licenses, is being carried out at the state level.
The main task of these actions is to identify illegal documents, streamline the process, and ensure the safety of citizens, preventing the undermining of the country's international authority.
Therefore, it was decided to replace all old driver's licenses with new ones.
It is important to note that the new documents are highly secure, and counterfeiting them is impossible. Citizens must exchange their old licenses.
- Many questions arise regarding the validity of driver's licenses. Some have indefinite licenses, but the "Tunduk" system shows expiration dates in 2027 or 2028. What actions should be taken in such cases?
- Let me explain. In connection with the above, we are also replacing old ID cards with new ones.
Citizens planning to travel abroad or intending to use licenses only within the country must carry out the exchange.
Some licenses are so worn that they are difficult to read. Therefore, even indefinite licenses require replacement.
The document replacement service is available without days off from 8:30 AM to 11:00 PM.
Previously, a medical certificate No. 083 was required to replace indefinite licenses. To simplify this process, citizens with indefinite licenses can now exchange them without a medical certificate.
The certificate is only needed for those obtaining a license for the first time.
- There was also the possibility of convenient replacement of driver's licenses through the "Tunduk" portal. However, there have been recent system failures. Why did this happen?
- Let me clarify the situation with the "Tunduk" system. Previously, the previous authorities only talked about digitalization, but there were not enough real actions. Funding was not provided, and the servers were weak.
Due to the lack of capital investments in the development of "Tunduk," 122.5 million soms have been allocated from the Presidential Fund for modernization. These funds will help improve the platform.
Currently, JSC "Tunduk" is looking for suppliers of the necessary equipment. Additionally, for the first phase of modernization, 9.5 million soms have been allocated from the republican budget.
These measures will significantly increase the capabilities of the system.
Recent failures in the portal's operation were caused by a sudden influx of users, which created a load that the server could not handle.
Work is ongoing to resolve these issues.
Citizens are strongly advised to replace old ID passports and driver's licenses with new ones.
In the future, the global community must be assured of who is a citizen of Kyrgyzstan, and we should have no dark spots.
