In 2025, 320,000 children aged 3-5 will be enrolled in preschool education.
The Deputy Chairman noted that out of the total number of kindergartens, 490 are private. Compared to 2024, the number of kindergartens increased by 347.
In the republic, 560 short-term kindergartens and 60 development centers were established, serving 32,200 children. An important innovation was the implementation of an automated voucher issuance system for preschool institutions through the platform balalyk.edu.gov.kg. This support program allows low-income families and children with disabilities to receive a monthly compensation ranging from 2,000 to 4,560 soms.
Parents and legal representatives submitted 1,236 applications for vouchers. Of these, 572 were reviewed by the Social Affairs Commission. As a result, 477 children received voucher status and are now attending private kindergartens, which accounts for 47.7% of the total applications. The "Balalyk" system has registered 258 private preschool educational institutions that are eligible for voucher receipt.
Additionally, a unified registry of all kindergartens in the country, regardless of their ownership form, was created on the automated "Balalyk" platform.
Furthermore, in 2025, 25 buildings of kindergartens that were previously illegally privatized were returned to their original purpose.
