In 2025, 320,013 children aged 3 to 5 in the republic gained access to preschool education, which constitutes 51% of the total number. This information was announced at a republican meeting by the Deputy Chairman of the Cabinet of Ministers, Edil Baisalov.
He noted that there are 2,344 kindergartens operating in the country, of which 490 are private. Compared to 2024, the number of kindergartens has increased by 347.
It was also reported that 560 short-term kindergartens and 60 development centers have been established, serving 32,200 children. An important step was the automated issuance of vouchers for preschool institutions through the platform balalyk.edu.gov.kg.
Thanks to special support programs, low-income families and children with disabilities can receive monthly compensation ranging from 2,000 to 4,560 soms.
A total of 1,236 applications for vouchers were submitted by parents and legal representatives, of which 572 were reviewed by the social issues commission. As a result, 477 children received vouchers and are now attending private kindergartens, which constitutes 47.7% of the number of applications submitted.
In the "Balalyk" system, 258 private educational organizations are registered that are eligible to receive vouchers.
Additionally, a unified database of all kindergartens in the republic has been created on the automated information platform "Balalyk," regardless of their ownership form.
In 2025, 25 buildings of kindergartens that were previously illegally privatized were returned to their original purpose.
It is worth noting that a republican meeting took place at "Yntymak Ordo," where the results of 2025 were summarized with the participation of President Sadyr Japarov.
This event was attended by members of the Cabinet of Ministers, heads of state bodies, authorized representatives of the president in the regions, mayors of the cities of Bishkek and Osh, as well as district akims.
