Resume of the new First Deputy Minister of Science and Higher Education Gulnur Mamyrova
Mamyrova was born on January 18, 1980, in Przhevalsk, now known as Karakol, in the Issyk-Kul region.
In 2002, she completed her studies at the Kyrgyz National University named after J. Balasagyn, receiving a diploma in "Linguistics (English language)." She also attended professional development courses in Kyrgyzstan, India, and China in the field of public administration and human resource development.
Work Experience:
- From December 2002 to September 2004, she worked as a lecturer at the I. Arabaev Kyrgyz State University;
- From July 2005 to July 2006, she held the position of specialist, inspector in the Karakol city administration;
- From July 2006 to July 2007, she worked as a public relations expert on the "Rehabilitation of Drinking Water Supply in the City of Karakol" project (SECO);
- From September 2007 to November 2008, she was an administrator and personnel master at OJSC "Kalina";
- From June 2009 to November 2010, she served as the chief specialist in the personnel department of the Issyk-Kul regional administration;
- From November 2010 to July 2012, she headed the territorial unit sector of the Issyk-Kul region in the Ministry of Youth Affairs;
- From July 2012 to October 2013, she worked as the head of the Issyk-Kul regional department of the Ministry of Youth Affairs;
- From October 2013 to March 2014, she held the position of head in the Ministry of Labor, Migration, and Youth;
- From March 2014 to January 2015, she served as acting state secretary in the same ministry;
- From February 2015 to August 2015, she was a project coordinator at the NGO "Kyrgyz Alliance for Water and Sanitation";
- From August 2015 to October 2016, she was a project coordinator at the NGO ALM "Free Generation" (USAID);
- From November 2016 to November 2019, she headed the policy analysis and international cooperation department at the Agency for Primary and Secondary Vocational Education under the Ministry of Education and Science of the Kyrgyz Republic;
- From November 2018 to February 2019, she worked as an expert at the NGO SBDC Consult;
- From February 2019 to April 2022, she held the position of national coordinator in the ADB Education Sector Development Program under the "Skills for Inclusive Growth" project;
- From April 2022 until October 2025, she led the Department of Primary Vocational Education in the Ministry of Education and Science;
- From October 2025 to February 16, 2026, she will serve as acting head of the school education department in the Ministry of Education.
