Today, December 25, 2025, the Cabinet of Ministers adopted Resolution No. 833, which states that scientific research should receive greater attention to ensure the sustainable development of the country.

According to this document, ministries, state bodies, the offices of the presidential representatives in the regions, as well as bodies with special status (except for the National Bank and the Social Fund under the Cabinet of Ministers, with their consent) are instructed to:

1) allocate annually 1% of the annual budget and special funds of central offices for scientific, experimental design, project research, and other scientific and technical work related to their core activities;

2) take appropriate measures in accordance with this resolution.

This resolution comes into force 7 days after its official publication.

REGULATION
on the procedure for forming proposals for conducting scientific research in state bodies of the Kyrgyz Republic

According to the Law "On State Procurement," considering scientific research as a service.

4. Scientific research is aimed at scientifically substantiating decisions made within the framework of the core activities of state bodies.

5. This regulation does not apply to scientific research related to the protection of state secrets, as well as to the processes of forming scientific research under state orders, regulated by the Law "On Science."

According to the Law "On State Procurement."

10. The collection of proposals from the divisions of the state body is conducted on current issues.

The following documents must be attached:

1) initial materials for preparing procurement documents in accordance with Article 12 of the Law "On State Procurement";

2) the concept of scientific research.

11. The concept of scientific research must include:

1) the goals and objectives, relevance and feasibility of the work (mentioning the state program);

2) analysis of global trends and assessment of the novelty of the work;

3) assessment of the resources required for the implementation of scientific research;

4) expectations from the scientific research, forecast of results;

5) a calendar plan for the scientific research;

6) proposals regarding organizational and financial issues.

12. The Scientific and Technical Council (STC) reviews the proposals and sends its recommendations to the head of the state body within 3 weeks.

13. The decision of the STC must reflect:

1) the feasibility of conducting scientific research considering the state scientific and technical policy;

2) the originality of the scientific research;

3) compliance with national programs or socio-economic tasks.

14. The head of the state body makes the decision on conducting procurements for the selected topics of scientific research.

15. Procedures are conducted for the selected topics, regulated by the Law "On State Procurement."

16. The performer of the scientific research can be any legal or natural person selected in accordance with established procedures.

17. Performers can be organizations of any form of ownership.

18. The performer must have the necessary equipment and qualified personnel, preferably with higher education and academic degrees.

19. Performers may attract specialists, including foreign ones, in accordance with labor legislation.

20. The state body may provide the performer with the necessary equipment.

21. The performer has the right to acquire the necessary equipment and materials for the implementation of scientific research.

22. The performer is obliged to provide interim reports every 6 months, an annual report at the end of the calendar year, and a final report upon completion of the scientific research.

Reports must comply with interstate standards.

23. The evaluation of the results of scientific research is carried out by the STC according to established criteria.

According to the Law "On State Procurement," the norms of the specified laws apply.

TYPICAL REGULATION
on the Scientific and Technical Council of the state body of the Kyrgyz Republic
Chapter 1. General Provisions

1. This Typical Regulation describes the tasks, functions, and organization of the work of the Scientific and Technical Council (STC) of state bodies, excluding the National Bank and the Social Fund.

2. The STC is an advisory and expert body created to scientifically substantiate the decisions of state bodies.

3. In its activities, the STC is guided by the Constitution and legislation of the Kyrgyz Republic, as well as the norms established by this Typical Regulation.
Chapter 2. Main Tasks and Functions of the STC

4. The main tasks of the STC are aimed at promoting the implementation of state scientific policy and coordinating scientific research in the relevant field.

5. The STC performs the following functions:

- formation of scientific and technical policy and development of proposals on state priorities;

- determination of priority directions for scientific development;

- control over the implementation of scientific research and assessment of their scientific value;

- evaluation of target programs and formation of recommendations for scientific research for state funding;

- interaction with scientific and educational institutions.

6. The principles of the STC's work include:

- transparency;

- collective approach;

- scientific justification;
Chapter 3. Rights and Obligations of the STC

7. The STC has the right to:

- make proposals on issues within its competence;

- request information from organizations necessary for its activities;

- attract experts for its work;

- hear reports from the heads of scientific research.
Chapter 4. Procedure for Forming the STC

8. The composition of the STC is formed from among scientists, specialists, and representatives of state bodies, and may also include members of non-governmental and international organizations.

9. Candidates must have an academic degree and experience in the scientific field.
Chapter 5. Organization of the STC's Work

12. The STC holds meetings at least twice a year.

13. The chairperson of the STC leads the meetings and determines the agenda.

14. The deputy chairperson presides in the absence of the chairperson and forms the agenda for the meetings.

15. The secretary of the STC organizes current activities and prepares the minutes of the meetings.

16. Members of the STC make proposals and participate in discussions.

17. Documents on agenda issues must be provided 3 days before the meeting.

18. Decisions of the STC are formalized in minutes and are advisory in nature.
Chapter 6. Final Provisions

22. The STC is responsible for the justification of the decisions made.

23. The minutes of the meetings are stored in the state body in accordance with the legislation.

24. Based on the Typical Regulation, an internal regulation on the STC may be developed.

25. The activities of the STC may be terminated by the decision of the state body.
