The ministry aims to clearly define the boundaries between municipal waste and other types of waste to ensure their proper disposal and management at the local government level.
According to the data from the National Statistical Committee of the Kyrgyz Republic, there has been a significant increase in the volume of municipal waste over the past five years:

Each year, the number of illegal dumps of solid household waste is also increasing. As of 2022, the total volume of accumulated production and consumption waste in Kyrgyzstan reached 2,777,679.3 thousand tons, of which approximately 194,640.3 thousand tons are generated annually, including 1,339.6 thousand tons of solid household waste. At the same time, 123.1 thousand tons of waste were reused or recycled, and 1.0 thousand tons were disposed of. About 200 enterprises across the republic are involved in waste collection and recycling, including secondary raw materials.
Currently, the national strategy focuses on waste recycling with an emphasis on extracting useful components for the production of secondary products and energy. In this regard, a list of waste containing valuable components that are prohibited from being landfilled has been compiled.
Distinguishing useful waste from garbage (leaves, plant residues, construction waste, ash) at the initial stage will help optimize the recycling process and minimize pollution.
The Ministry of Natural Resources notes that the lack of a clear list of municipal waste creates legal uncertainty, complicating the classification of certain types of waste as municipal and complicating the work of local government bodies and enterprises in the field of waste management.

The list provided defines types of municipal waste that do not include valuable components and are generated as a result of human activity in residential and production premises, in construction, and on public lands.
The hazard class of waste is established according to the Hazardous Waste Classifier and methodological recommendations for determining the hazard class of waste, approved by the Government of the Kyrgyz Republic No. 9 dated January 15, 2010.
The list of types of waste containing valuable components, the burial of which is prohibited, was approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 771 dated December 2, 2025.
