"GP 'Eco Operator' Collected 60 Million Soms in 2025 from Disposal Fees, - Minister of Nature"

In 2024, a new law concerning production and consumer waste was adopted, which introduces a recycling fee for 24 categories of goods according to the Commodity Nomenclature of Foreign Economic Activity (TN VED), including 300 sub-goods. This was reported by the Minister of Nature, Meder Mashiev, in an interview with AKIpress, citing official data.

The Commodity Nomenclature of Foreign Economic Activity (TN VED) is a system of codes used to classify all goods that cross the borders of the countries of the Eurasian Economic Union (EAEU), including Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.

The Minister noted that the introduction of the recycling fee implements the principle of extended producer responsibility (EPR). Within the framework of this principle, a state enterprise called "Eco Operator" was created, which is currently engaged in collecting recycling fees.

By the end of 2025, "Eco Operator" managed to collect about 60 million soms, which will be used for the disposal of plastic waste, packaging materials, and other goods.

Furthermore, Mashiev clarified that while cars are not yet included in the recycling fee system, certain components such as glass, tires, and batteries are already subject to this fee. "As previously stated, the 24 product items include several automotive components," he added.

According to the Minister, the decision to introduce a recycling fee for cars will be made after analyzing the results of the EPR system's operation.
