“As I mentioned, through extended producer responsibility (EPR), we aim to improve the waste management system, especially concerning hazardous waste,” noted the minister.
He also spoke about the first waste incineration plant in Central Asia, located in Bishkek. This plant is capable of processing up to 1,200 tons of waste per day and generating up to 30 MW of electricity.
“Currently, the plant's capacity is 28 MW, and about 1,000 tons of waste are processed. We have plans for the future; if the volume of waste increases, an additional unit can be built to enhance productivity,” added Meder Mashiev.
With the introduction of this plant, waste issues in Bishkek and the Chui region have been resolved. Next year, the existing landfill will be reclaimed, and all waste from the region will be directed for processing at this plant.
The minister also discussed a new law limiting the use of plastic. A complete ban on the production, sale, and free distribution of plastic bags and products will come into effect on January 1, 2027. In the resort area of Issyk-Kul, restrictions will begin to take effect from 2023-2024, and fines for violations will be introduced starting March 2025.
According to Mashiev, this law is already in effect, but there are some issues.
“There are difficulties with alternative products, such as paper bags. We are working together with the Ministry of Economy and other agencies to regulate this production. There are only three to four factories in the country producing paper or biodegradable bags. We plan to impose restrictions on the import and export of such goods,” concluded the minister.
