The investigation against Munarbek Saipidinov, detained by the Ministry of Internal Affairs, is complete — he has been charged.

The judicial authorities have extended the detention period of Munarbek Saipidinov until May 14, 2026. According to information provided by the press service of the Osh Regional Court, this decision was made during a recent hearing.

Initially, the court proceedings in Saipidinov's case were scheduled for March 4, 2026. However, as clarified by the court's press service, the hearing was postponed to March 18 due to the absence of witnesses.

The case is being heard in the Kara-Suu District Court. The charges brought against Saipidinov relate to Articles 41 part 2 ("Types of accomplices in a crime"), 336 part 2 ("Corruption"), and 261 part 2 ("Creation of an organized group or participation in it") of the Criminal Code.

According to the Ministry of Internal Affairs, in early August 2025, it was reported that M.S. was detained in Russia and returned to Kyrgyzstan on August 7.

The investigation established that M.S. had been acting in concert with several officials of the Savay aiyl okmotu of the Kara-Suu District since 2014, as well as with employees of the State Agency for Land Resources, engaging in illegal actions for profit. As a result, significant land plots were illegally removed from state accounting, causing substantial damage to the state.

A criminal case was initiated under Article 336 ("Corruption"), and the citizen M.S. was charged in absentia with a measure of restraint in the form of detention.

Turmush reported in August 2021 that the case against Saipidinov had been terminated. According to the press service of the Osh Regional Court, on June 21, 2021, the Osh City Court issued a decision to terminate the proceedings in the case.

Saipidinov was summoned for questioning by the State National Security Committee (GKNB) on January 11, 2021, and later placed in isolation for 48 hours.

The case was in the pre-trial investigation stage under Article 320 ("Abuse of office") of the Criminal Code.

In November 2020, Turmush reported that law enforcement agencies had begun an inspection in two aiyl okmotu of the Kara-Suu District. In his social media, Saipidinov mentioned a search being conducted at his home.

The GKNB reported that the search was part of a criminal case related to the creation of an organized group (Article 248 part 1 of the Criminal Code), aimed at identifying and suppressing illegal activities.

The investigation established that during the construction of a sports hall in the village of Savay, the volumes of work were inflated by more than 1 million soms, and M.S. along with other responsible individuals put this facility into operation with defects.

The press service of the Osh Regional Court reported that the first instance court made a decision regarding the measure of restraint for Saipidinov, taking into account his personality, permanent residence, and the fact that he fully compensated for the material damage amounting to 1 million 33 thousand 700 soms.

Munarbek Saipidinov is the "okul bala" (nephew) of the former deputy chairman of the State Customs Service, Rayimbek Matraimov, which he himself confirmed.

In March 2016, Saipidinov was elected head of the aiyl okmotu. In the elections for the Jogorku Kenesh on October 4, 2020, he was a candidate from the political party "Mekenim Kyrgyzstan" (list number 126).
