In Talas, an employee of the Ministry of Internal Affairs was detained, suspected of fraud related to the illegal acquisition of funds from a citizen of Turkey. This information was provided by the press service of the State Committee for National Security (GKNB).
According to the investigation, in April 2025, the operational officer of the SVR of the Ministry of Internal Affairs for the Talas region, E.M.A., established a trusting relationship with H.K., a citizen of Turkey, and misappropriated 35,500 US dollars.
To implement his plan, the suspect E.M.A. made an agreement with the foreign investor to plant and grow valuable herbaceous plants of the genus "Solanum," the cost of one kilogram of seeds being 3,000 US dollars, with the intention of subsequent export to Turkey. However, in the end, he illegally appropriated the money.
In October 2025, H.K. filed a complaint with the Ministry of Internal Affairs, demanding action against the police officer for fraud. However, without conducting a proper investigation, including questioning the foreign investor, the investigative authorities refused to initiate a criminal case in the interests of the officer.
On January 27, 2026, the citizen of Turkey turned to the GKNB for assistance. As a result, the materials that had previously been reviewed were transferred to the investigative authorities of the GKNB by the prosecutor's office.
On February 24, 2026, E.M.A. was detained in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic and placed in the temporary detention facility of the Talas Department of Internal Affairs.
