According to law enforcement information, the first incident occurred in December 2025. An unknown person called the owner of one of the canteens in Karakol and ordered six portions of manti to be delivered to the mayor's office. During the preparation of the order, the "client" called back and, citing internet issues, asked to transfer him 23,000 soms, promising to return the money in cash upon receiving the food. As soon as the money was sent, communication with the fraudster was lost.
The next case occurred in January 2026, when another entrepreneur fell victim to the criminal. This time, under the pretext of repairs, he asked to transfer 7,250 soms, also promising to pay in person.
As a result of operational actions, officers of the criminal investigation department of the Karakol police department tracked down the suspect. He turned out to be a 33-year-old citizen T.H. from the Suzak district of the Jalal-Abad region, who had previous convictions. On February 16, he was detained in Bishkek and brought to Karakol.
A criminal case has been initiated against the detainee under Article 209 (fraud) of the Criminal Code of the Kyrgyz Republic. He fully admitted his guilt, and the court decided to take him into custody for one month.
