The Bailiff Service commented on the incident between citizens in Osh

The Enforcement Service under the General Prosecutor's Office provided comments regarding the conflict that occurred between citizens in the city of Osh.

According to the agency's information, the incident was a result of enforcement proceedings initiated based on a court order from the Kara-Suu District Court dated February 28, 2020, concerning the collection of alimony from citizen S.E.A. in favor of I.A.A. The parties arrived at the city department in Osh to verify the debt, which currently amounts to 51,737 soms.

After the verification, it was established that no unlawful actions or conflicts were recorded during the debt reconciliation process. After completing all formalities, the parties parted ways. The conflict that became the subject of further investigation occurred outside the department's premises and is not related to the work of the Enforcement Service employees.

Nevertheless, on February 11, 2026, law enforcement agencies initiated a criminal case regarding the use of physical violence, classified under Article 131, Part 2, Clause 3 of the Criminal Code ("Causing less serious harm to health"). A forensic medical examination confirmed that the victim sustained injuries classified as "less serious." A copy of the ruling to initiate a criminal case was sent to the prosecutor of the city of Osh, who took the case under control for further oversight.

I.A., a resident of Osh, born in 1993, recounted the incident: “On February 11, I contacted the enforcement officers regarding alimony from my ex-husband. We lived together for 12 years, but due to domestic violence, we divorced 3.5 years ago. We have three daughters, and he stopped taking care of them. When I came regarding the alimony, he stated that he was renouncing the children. I suggested he formalize the renunciation with a notary, and we went outside. His friend suggested talking on the street, assuring that he would not renounce the daughters.

On the stairs, my ex-husband unexpectedly approached from behind and kicked me hard. I fell, and then he started beating me. Fortunately, women nearby intervened and saved me. At the hospital, I was diagnosed with a broken coccyx and a lumbar injury. If the tests are normal, I will undergo surgery. This is not the first time he has beaten me, which is why we divorced. I had not contacted the police before, but after yesterday's incident, I filed a report. However, I feel that the police let him go without detaining him. I am afraid for my safety,” she shared.

The press service of the Osh City Department of Internal Affairs confirmed that a protection order was issued to the victim.

According to law enforcement agencies, on February 11 at 18:10, the Osh City Hospital reported that I.A. sought medical assistance for bodily injuries sustained on Kasymbekova Street.

The fact was registered as a case of domestic violence, and an investigation was initiated. In her statement, the victim indicated that she had been subjected to violence by her spouse. She was issued a protection order, and a forensic medical examination was appointed to determine the severity of the injuries.

Police officers detained the victim's ex-husband, S.E., born in 1991, and interrogated him as part of the investigation.

Currently, the conclusion of the examination is awaited, based on which the investigative authorities will make further procedural decisions.
