According to their information, along with Timur Abdysatar uulu, 5 employees of the Kök-Jar public police station and a duty assistant were also detained in this case.
We remind you that in November 2024, Timur Abdysatar uulu, who heads the Kök-Jar rural police department, addressed the authorities through social media. In a published video, he complained about the actions of the head of the Nookat district police department, Talgat Öskönaliev. Each of them expressed their position on the conflict. In response, the Ministry of Internal Affairs of the Kyrgyz Republic created a commission to verify the mentioned facts, which went to the Nookat district. A few days later, Talgat Öskönaliev announced his resignation. As a result of the investigation, by the decision of the Ministry of Internal Affairs, Timur Abdysatar uulu was dismissed for discrediting the internal affairs bodies, while Talgat Öskönaliev was demoted. Additionally, ten other employees of the Osh region police department and the Nookat district police department received disciplinary sanctions, including a severe reprimand and demotion.
According to the verdict of the Nookat District Court dated December 30, 2025:
- 1) M.N.O. was found not guilty under Article 40 and paragraph 3 of part 2 of Article 342 of the Criminal Code of the Kyrgyz Republic and was acquitted due to the absence of a crime composition.
For M.N.O., the measure of restraint was changed from detention to a written pledge not to leave, and he was released directly in the courtroom.
- 2) N.Z.A. was also acquitted under part 1 of Article 367 of the Criminal Code of the Kyrgyz Republic for the absence of a crime composition.
- 3) M. uulu B. was found not guilty under part 1 of Article 367 of the Criminal Code of the Kyrgyz Republic and was acquitted.
- 4) M.A.M., K. uulu T., and M. uulu Sh. were found guilty under part 1 of Article 367 of the Criminal Code of the Kyrgyz Republic, and each was sentenced to 6 months of imprisonment.
The measures of restraint for M.A.M., K. uulu T., and M. uulu Sh. remained unchanged; they will be lifted after the verdict comes into legal force.
- 5) A. uulu T. (Timur Abdysatar uulu) was found guilty under part 2 of Article 41; paragraph 3 of part 2 of Article 342; paragraph 2 of part 2 of Article 338; part 2 of Article 337; part 1 of Article 343 (mentioned three times) of the Criminal Code of the Kyrgyz Republic.
He was sentenced to:
under Article 337 part 2 (“Abuse of official position for personal gain or for the benefit of others”) — exemption from criminal liability due to the expiration of the statute of limitations;
under Article 41 part 2 and Article 342 part 2 paragraph 3 (“Types of accomplices in a crime - the organizer is the person who organized or controlled the execution of the crime, as well as organized the criminal group; Bribery — a group of individuals”) — 5 years of imprisonment with confiscation of property and prohibition to work in the Ministry of Internal Affairs for 3 years;
under Article 338 part 2 paragraph 2 (“Exceeding authority using physical violence or threats of its use”) — 2 years of imprisonment with confiscation of property and prohibition to work in the Ministry of Internal Affairs for 3 years;
under Article 343 part 1 (“Extortion of a bribe”) — 5 years of imprisonment with confiscation of property and prohibition to work in the Ministry of Internal Affairs for 3 years;
According to Article 77 of the Criminal Code of the Kyrgyz Republic (“Imposition of punishment for a combination of crimes”), the final punishment is 5 years and 6 months of imprisonment with confiscation of property and prohibition to work in the Ministry of Internal Affairs for a period of 3 years,” the official statement reports.
