The State Committee for National Security established that a man called for mass riots and transmitted information about prisons in Kyrgyzstan. The court issued a verdict.

The court sentenced a man to 7 years in prison who, while serving his sentence in correctional colony No. 27 [village of Moldovanovka], posted critical messages about the authorities on social media.

In June 2025, the press service of the State National Security Committee (GKNB) reported that a user named "A.K.S.K." was identified on Facebook, who called for disobedience to the authorities and for mass riots.

According to the special services, the account was managed by B.E.M., born in 1984, who is serving his sentence in correctional colony No. 27. He was found guilty under Article 278 ("Calls for active disobedience to the lawful requirements of representatives of the authorities and for mass riots") and Article 330 ("Incitement of racial, ethnic, national, religious, or interregional enmity (hatred)") of the Criminal Code and sentenced to imprisonment.

As reported by the GKNB, since January 2025, the inmate systematically posted publications aimed at destabilizing the socio-political situation, which led to the initiation of a criminal case under Article 327, Part 2 ("Public calls for the violent seizure of power") of the Criminal Code.

According to the investigation, the suspect maintained contact with journalist B.T. and provided him with information about the prisons of Kyrgyzstan. The GKNB believes that he received relevant instructions from B.T.

Expert examinations showed that the publications from this account contained "calls for active disobedience to the lawful requirements of representatives of the authorities and for organizing mass riots, as well as participation in them, as well as calls for violence against citizens. Furthermore, the specified publications also contain signs of public calls for the violent seizure of power and for the violent change of the constitutional order."

After reviewing the case materials, the Alamedin District Court found him guilty under Part 3 of Article 278 and Paragraph 1 of Part 2 of Article 327 of the Criminal Code, and imposed the following penalties:

– under Part 3 of Article 278 of the Criminal Code – imprisonment for a term of 5 years;

– under Paragraph 1 of Part 2 of Article 327 of the Criminal Code – imprisonment for a term of 3 years.

Based on Article 77 of the Criminal Code, through partial consolidation of the penalties imposed for the totality of crimes, B.E. was finally sentenced to imprisonment for a term of 6 years. Based on Article 78 of the Criminal Code, through partial addition of the unserved part of the sentence in the form of 6 years.

According to the verdict of the Pervomaisky District Court of Bishkek dated June 2, 2023, based on the totality of the sentences, B.E. was finally sentenced to imprisonment for a term of 7 (seven) years. The serving of the sentence for B.E. was designated in a strict regime correctional colony, with the term of serving calculated from June 25, 2025. Based on Article 80 of the Criminal Code, the term of detention until the present verdict comes into legal force.

The judicial panel of the Chui Regional Court upheld the verdict on December 10, 2025.
