Violations Found in the Agency's Expenditures


The Audit Chamber of the Kyrgyz Republic conducted an audit, during which violations were identified in the budget expenditures of the Antimonopoly Service, which is under the Ministry of Economy and Commerce.

The audit revealed several key violations:

- Despite the established goals in regulatory acts aimed at strengthening the material and technical base, the actual use of funds from the Development and Material Support Fund was extremely low. In particular, in 2023, 378.2 thousand soms were allocated for these purposes, which accounted for only 1.33% of the total expenditure. In the following year, this amount was 410 thousand soms (0.81%). The majority of the funds were spent on bonuses and social payments to employees. According to the collective agreement, various types of incentives are provided; however, the audit showed that some employees received bonuses multiple times a month.

- Violations were identified in the accounting and internal control processes.

When writing off fixed assets amounting to 1.5 million soms, the procedures for document processing were not followed, and there were no acts of technical expertise, disposal, or sale.

- During the procurement of fuel and lubricants, violations of the requirements of the KR Law "On State Procurement" were also discovered.

- Ineffective use of budget funds amounting to 1.7 million soms was recorded, spent on renting premises in the regions, while no measures were taken to obtain state properties free of charge.

As a result of the audit, the Audit Chamber developed recommendations aimed at addressing the identified violations.
