Audit. Employees of the Antimonopoly Service were paid bonuses several times a month

The Accounts Chamber of the Kyrgyz Republic conducted an audit of the budget of the Antimonopoly Regulation Service, which is part of the Ministry of Economy and Commerce.

As a result of the audit, it was found that, despite the presence of goals for improving the material and technical base in regulatory documents, the funds from the Development and Material Support Fund were used extremely inefficiently. In 2023, only 378.2 thousand soms were allocated for these purposes, which is just 1.33% of the total budget, and in 2024 — 410 thousand soms (0.81%).

The majority of the allocated funds were directed towards employee incentives and social payments. According to the collective agreement, various types of incentives and social payments are provided for holidays. During the audit, instances were identified where bonuses were paid to several employees multiple times a month.
Additionally, violations were found in accounting and internal control. When writing off fixed assets amounting to 1.5 million soms, the procedures for document processing were not followed, and there were no acts confirming technical expertise, disposal, and sale.

Violations were also identified in the procurement process of fuel and lubricants concerning the requirements of the Law of the Kyrgyz Republic "On State Procurement".

The audit also revealed the ineffective use of budgetary funds amounting to 1.7 million soms, which were allocated for renting premises in the regions. At the same time, no measures were taken to obtain state premises free of charge.

As a result of the audit, the Accounts Chamber of the Kyrgyz Republic issued recommendations for addressing the identified violations in the financial and antimonopoly sectors, as well as proposed measures to enhance the efficiency of budgetary fund usage and strengthen financial discipline.
