In the press service of the Accounts Chamber of the Kyrgyz Republic, information was provided about an audit conducted, which covers the execution of the budget of the Antimonopoly Regulation Service for the period from 2020 to 2024. Significant violations were identified during the inspection.
The audit revealed that despite the presence of objectives in legal acts aimed at improving the material and technical base, the actual use of funds from the Development Fund in this area remains at an extremely low level.
In particular, in 2023, only 378.2 thousand soms were allocated for the development of the material and technical base, which accounts for just 1.33% of all expenditures, and in 2024 this amount increased to 410.0 thousand soms (0.81%).
“The majority of the Fund's resources were directed towards bonuses for employees and social payments. According to the collective agreement, various incentives are provided for holidays and commemorative dates; however, during the audit, cases were recorded where individual employees received bonuses multiple times a month,” the press service noted.
Additionally, during the inspection, violations in accounting and internal control were discovered. When writing off fixed assets amounting to 1.5 million soms, the rules for document processing were not followed, and there were no acts of technical expertise, disposal, and sale.Violations were also identified in the procurement process of fuel and lubricants, which contradict the requirements of the Law of the Kyrgyz Republic "On Public Procurement".
The audit showed ineffective use of budget funds amounting to 1.7 million soms allocated for renting premises in the regions, while no measures were taken to obtain state premises free of charge.
Based on the results of the audit, the Accounts Chamber of the Kyrgyz Republic provided recommendations aimed at correcting the identified violations in the financial and antimonopoly spheres, as well as enhancing the effectiveness of budget fund utilization and strengthening financial discipline.
