According to information provided by the Lenin District Internal Affairs Directorate, the incident occurred on January 19 at around 6:00 PM. Police attempted to stop a Toyota Estima vehicle, the driver of which did not have a driver's license and was under the influence of alcohol.

Despite lawful demands to stop, the driver ignored them and drove with one of the inspectors on the hood for over 50 meters.
