According to the investigation, B. V. Zh., while serving as the director of the gymnasium in the Bazar-Korgon district of the Jalal-Abad region, approved timekeeping records for employees who were not actually working. In particular, one of the employees was outside the country, and another employee left for Russia immediately after dismissal, but they continued to be listed as employed in the documents.
On November 25, 2024, the court in the Bazar-Korgon district found her guilty under part 1 of Article 348 of the Criminal Code of the Kyrgyz Republic, qualifying her actions as "official negligence," and imposed a fine of 90,000 soms.
On July 2, 2025, the appellate panel of the Jalal-Abad regional court rejected B. V. Zh.'s appeal. At the next stage, she filed a cassation appeal, which was also not granted. The director claimed that the first-instance courts reviewed the case superficially and unilaterally, and that the witness testimonies were misinterpreted from a legal standpoint. She requested her acquittal.
B. V. Zh.'s lawyer I. E. pointed out violations in the collection of evidence in the cassation appeal and insisted on returning the case to the first instance, but to a court in another district.
B. V. Zh. was born in the Bazar-Korgon district of the Jalal-Abad region, has higher education, is married, and has no prior convictions.
The Supreme Court concluded that B. V. Zh.'s guilt is confirmed by the collected case materials, witness testimonies, and official information from government agencies.
The court emphasized that all legal requirements were met when imposing the sentence, and there were no procedural violations that could lead to the annulment of the decision.
Thus, the judicial panel decided to leave the sentences unchanged and the cassation appeals ungranted.

According to the case materials, B. V. Zh. was appointed as the director of the gymnasium school based on the order of the head of the Bazar-Korgon district education department dated December 7, 2022. She was aware that the cleaner A. A., who had been working at the gymnasium since 2014 and was the wife of the deputy director for economic affairs A. A., went on leave in July 2023 and did not actually return to work in August and September of the same year. However, despite this, B. V. Zh. signed and approved the timekeeping records for that period, which were prepared by her subordinate.
Furthermore, B. V. Zh. jointly with the deputy director for economic affairs A. A. signed the timekeeping records for the guard A. Ö., who, despite being dismissed in December 2023 and leaving for Russia, continued to be fictitiously listed as employed from December 2023 to March 31, 2024.
