In the Osh and Jalal-Abad regions, crimes committed by an organized group with extremist and terrorist inclinations have been uncovered, resulting in several individuals being held criminally liable. This was reported by Islambek Jooshbaev, the senior prosecutor of the Osh city prosecutor's office.

He noted that during the investigation, it was revealed that from 2021 to 2022, a number of citizens of Kyrgyzstan from the Osh and Jalal-Abad regions, as well as citizens of Uzbekistan, created a criminal community engaged in extremist and terrorist activities. The accused include N.D.T., M.N.U., K.H.S., H.D.G., as well as Uzbeks M.F.J., S.K.K., S.M.A., K.M.Z., A.T.H., and minors U.K., A.U., F.U., H.K.

The investigation established that this group held secret meetings in mountainous areas, including the upper reaches of the village of Sahaba in the Nookat district and the Arslanbapa mountains in the Bazar-Korgon district. At these meetings, participants displayed black flags symbolizing their extremist intentions and were dressed in military uniforms, using firearms, including AK-74 and other models.

Furthermore, the group announced the establishment of a branch of the terrorist organization "Vilayat Turkestan" and pledged allegiance to the so-called amir F.A. Investigative authorities found that combat training also took place in residential houses and under the guise of airsoft games in Bishkek, led by D.U., who had combat experience in Syria.

The organized criminal community was preparing terrorist acts with the aim of creating an "Islamic State" on the territory of Kyrgyzstan. In this regard, they committed a number of serious crimes, including:

- Armed robbery using an AK-74 against citizens A.B. and Y.K. on July 8, 2021, on the Osh – Kara-Suu highway, resulting in the theft of 350 thousand dollars;
- The murder of a resident of Osh B.A.A. in August 2022 in the village of Aral in the Nookat district;
- Armed robbery of citizens M.A. and T.A. using firearms on January 27, 2023, in the village of Jim in the Kara-Suu district;
- Seizure of large batches of weapons, ammunition, and explosives in November 2023 at various addresses in the city of Osh.

According to the verdict of the Osh city court dated September 27, 2024, N.D.T. and A.T.H. were found guilty on multiple counts of the Criminal Code and sentenced to life imprisonment with confiscation of property. M.N.U. and S.K.K. received 20 years of imprisonment each, while M.F.J. was sentenced to 12 years, K.M.Z. to 10 years, S.M.A. to 8 years, and K.H.S. and H.D.G. to 4 years of imprisonment for concealing a crime and financing an extremist organization.

The Osh regional court dismissed the appeals of the defendants on July 15, 2025, confirming the verdict. However, the sentence for S.K.K. was modified, and he was sentenced to 13 years of imprisonment with confiscation of property. In 2025, the Osh city court reviewed 20 criminal cases under articles 252, 262, 330, 332, and other articles of the Criminal Code, with guilty verdicts issued in 18 of them.

In the appellate instance of the Osh regional court, 18 cases involving 26 individuals were examined, with sentences modified in 4 of them, while the remaining 4 were left unchanged.
