Marlen Mamataliyev: "Digitalization of the Jogorku Kenesh is Gaining Momentum: Committee Meetings are Transitioning to Online Format"
On April 7, another meeting of the Committee on Finance, Budget, Entrepreneurship, and Competition Development took place, where participants had the opportunity to join the meeting online. This innovative approach has become part of the digitalization initiated by the Speaker of the Jogorku Kenesh, Marlen Mamataliev.
Marlen Mamataliev, who attended the meeting, noted that previously, digitalization only covered the meetings of the Jogorku Kenesh itself. Now, representatives of the relevant committees can participate in discussions remotely. For this purpose, deputies have been provided with tablets equipped with the necessary applications.
The Speaker also introduced a new mobile application called "e-Kenesh." "With the e-Kenesh application, deputies receive all informational materials related to the agenda three days before the meeting. This allows them to familiarize themselves with the documents in advance, regardless of their location. If necessary, they can ask questions and make suggestions," he emphasized.
The "e-Kenesh" application provides information on all bills being considered at the meetings of both the Jogorku Kenesh and its committees, including accompanying documents. "You will be able to see what issues were discussed and what decisions were made. Information about the deputies who made proposals and their voting will also be reflected. Additionally, the application will include a brief summary of each bill. We are implementing artificial intelligence that will analyze bills and provide information about their content and objectives," he added.
All necessary applications are installed on the tablets, allowing deputies to use them during meetings and sessions.
The Speaker noted that sometimes up to a hundred civil servants and experts are invited to committee meetings. "Many of them are forced to wait in the corridor until their issue is addressed. This leads to a halt in their work and hinders the performance of their official duties. Online participation solves this problem, allowing civil servants to remain in their places and even participate in meetings while on business trips. The system also simplifies obtaining prompt responses from specialists who are not on the guest list," Marlen Mamataliev added.
At the same time, he emphasized that key speakers will still be present at committee meetings and respond to deputies' questions.
Moreover, deputies who are on business trips or unable to attend for valid reasons will be allowed to participate in meetings online with the permission of the chairperson.
"The mobile application 'e-Kenesh' was developed by domestic specialists in collaboration with the staff of the Office. We plan to continuously improve the application, addressing any shortcomings that may arise during its use. Starting next week, all committees will transition to a new format of work. Our goal is to fully digitalize the activities of the parliament and eliminate the use of paper and pens," Marlen Mamataliev concluded.
