The Cabinet has established a state directorate for the construction of the Barskoon–Bedel highway.

- On March 6, the Cabinet of Ministers made a decision to establish a state institution called the "State Directorate for the Construction of the Barskoon–Bedel Highway," which will operate under the Ministry of Transport and Communications.

According to the adopted resolution, this directorate will be responsible for oversight and control during the implementation of the road construction project, as well as for coordinating work between government agencies, local authorities, and contractors.

Funding for the institution's activities will be provided from normative costs, which will amount to up to 2.9% of the total investment in capital expenditures allocated for the construction of the Barskoon–Bedel road.

The Ministry of Transport has been tasked with registering the directorate, establishing a maximum staff number of 13 people, and approving the budget for its maintenance. Additionally, within three months, the ministry must adapt its decisions in accordance with the new resolution.

Furthermore, the document includes amendments to several government acts: the list of customers subject to the normative costs for the maintenance of the customer service has been expanded, the organizational structure of the Ministry of Transport and Communications has been updated, and the norms for the maximum number of government agencies have been clarified in light of the new institution.

The resolution will come into force 10 days after its official publication.

Background

On August 27, 2025, the President of the Kyrgyz Republic, Sadyr Japarov, launched the project for the construction of the Barskoon–Bedel highway, which will be financed from local funds in the Issyk-Kul region.

During a meeting with the head of state, it was reported that the route of the road will run from north to south through the Barskoon and Soek passes, the Kara-Sai valley, and the Ashuu-Suu pass.

To ensure year-round passage through the Soek pass, the construction of a 5.5 km tunnel is planned. An elevated bridge will be built in the Kara-Sai area, and another tunnel, 3.8 km long, is planned for the Ashuu-Suu pass, where snow often falls.
