In the residential complex, they addressed the issue of dropper use among youth.
Deputy Altynbek Kylchayev noted that the Ministry of Internal Affairs is detaining a significant number of droppers who supplied bank cards to fraudsters.
“Droppers are mainly young people. Under current legislation, they could face up to seven years in prison. However, what awaits them after they are released from prison, given their youth? The main culprits remain unpunished. Perhaps we should consider mitigating the punishment for them? We held a round table and requested an analysis of the average age of droppers. The police officers themselves have also expressed the need to review the excessively harsh punishment for youth,” he added.
Sanjar Abdygaziev, a member of the board of the National Bank of the Kyrgyz Republic, emphasized that the average age of droppers is under 25 years, with 60% of them in the age category of 18 to 22 years.
“There have been cases of detaining minors, but they are not that many. Dropperism is most often associated with four banks in the country,” he noted.
Deputy Minister of Internal Affairs Nurbek Abdiyev stated that many citizens consciously choose the path of dropperism, realizing that they are committing a crime.
“Therefore, they must be held accountable for their actions. In 2025, 226 droppers were brought to justice. Nevertheless, we have strengthened preventive measures, and there is a trend towards a decrease in the number of droppers,” he added.
