In response, the Deputy Minister of Natural Resources, Ecology, and Technical Supervision and Director of the Kyrgyz Geological Service, Amantur Dzhumaev, noted that the commission would be held accountable for its actions in the future as well.
Kylchayev also pointed out the lengthy legal disputes since 2014 between the companies OsOO "Darkhum Kurylysh" and OsOO "Ken-Ordo" regarding the license issued to one of the companies.
“Licenses were first issued to one company and then to another. You changed your decision 6-7 times over the course of a year. Who is responsible for this?” he stated.
Ruslan Kalilov, Deputy Director of Kyrgyzgeology, reported that if an unlawful decision is made, the commission will be held accountable; however, they will be able to provide more detailed information after investigating the circumstances.
Currently, information about the work of the Ministry of Natural Resources, Ecology, and Technical Supervision for 2025 was being discussed.

According to the data from the electronic register of the Ministry of Justice of the Kyrgyz Republic:
- the founder and head of OsOO "KEN-ORDO" is Nabiev Azamat Burkhanovich;
- the founder and head of OsOO "Darkhum Kurylysh" is Turkbaev Salymbek Nurbekovich.
According to information from the Ministry of Natural Resources:
- "KEN-ORDO" owns a valid license for the local site "Kench," located on the southern flank of the Sulyukty brown coal deposit field 12;
- while "Darkhum Kurylysh" also had a license for the Kench site, which was revoked by protocol No. 10-N-2023 dated 16.02.23.
The Sulyukty brown coal deposit, according to data from the "Kyrgyzkomur" website, is located in the western part of the Southern Fergana brown coal basin, in the northern foothills of the Turkestan Range, between the rivers Isfana and Leilek.
The Jurassic coal-bearing deposits are located in a narrow strip 1 to 4 km wide and extend for 30 km. The absolute surface elevations range from 1175 to 1813 meters. The deposit is bounded by the Bely-Alma and Orton-Tuz ridges, consisting of Paleozoic rocks.
By 2014, the western part of the deposit had been completely extracted, while the central part (field No. 8/11) remains reserved. The area of field No. 8/11 is approximately 20 km². The coals from Sulyukty are used as energy fuel and can be applied for the production of generator gas in gas generators.
Coal mining in this area must be carried out exclusively by underground methods with the creation of vertical or inclined shaft openings.
