The Border Service explained in which cases the border may be temporarily closed.
During the discussion, he inquired with the First Deputy Chairman of the Border Service Marat Maralbaev about the number of functioning checkpoints in this area. Maralbaev responded that there are six checkpoints operating on the Kyrgyz-Kazakh border: “Karkyra,” “Chon-Kapka,” “Chaldybar,” “Ak-Zhol,” “Ak-Tilek,” and “Tokmok.”
The deputy also clarified under what circumstances the border could be closed from both sides.
According to Maralbaev, decisions on temporary closures are made depending on the situation at the border and can vary: sometimes restrictions are imposed by the Kazakh side, and in other cases, by the Kyrgyz side.
As an example, he recalled the border closure in 2020 due to the coronavirus pandemic.
Kydyraiev also mentioned the unilateral border closure in April 2010, which lasted for 2.5 months. He added that when discussing bilateral agreements, such risks and mechanisms for accountability should be considered in advance. The deputy reminded of the existence of a treaty on "eternal friendship," which defines the obligations of the countries, emphasizing that reckless decisions regarding restrictions could negatively impact the economic and social situation in the country.
At that time, the deputies were discussing the draft law "On the Ratification of the Protocol Amending the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Border Crossing Points dated December 25, 2003, signed on August 22, 2025, in Bishkek" in the second reading.
The proposed changes concern the change of status of the border crossing points "Tomonku-Chui-automobile" ("Kamishanovka-automobile") and "Kichi-Kapka-automobile" from bilateral to multilateral (international), as well as the transition to a round-the-clock operation mode for the "Tomonku-Chui-automobile" checkpoint.
The change in the status of these checkpoints is related to the need to create comfortable conditions for the development of tourism, increasing the cargo-passenger flow, and improving infrastructure.
As a result of the discussion, the deputies approved this draft law in the second reading.
