The Parliament adopted a bill to change the status of border crossing points with Kazakhstan.

At a recent meeting of the Jogorku Kenesh, a decision was made to ratify the bill "On Amendments to the Agreement between the Government of Kyrgyzstan and the Government of Kazakhstan on Border Crossing Points," signed on August 22, 2025, in Bishkek, concerning changes proposed to the agreement from December 25, 2003.

The proposed changes in the bill affect two border crossing points: "Tomonku-Chuy Highway" (also known as "Kamishanovka Highway") and "Kichi-Kapka Highway." The essence of the changes lies in transitioning from a bilateral to a multilateral (international) status for these points, as well as ensuring a round-the-clock operational mode for the "Tomonku-Chuy Highway" point.

This change in status is driven by the need to improve conditions for tourism development, increase the flow of cargo and passengers, and enhance infrastructure quality.

During the discussion, Deputy Umbetaly Kydyraliev raised the issue of the number of active checkpoints on the border with Kazakhstan, clarifying that currently, six crossing points are operational.
Deputy Mahabat Mavlyanova also pointed out the problems faced by Kyrgyz citizens when transporting goods. She provided an example of seedlings that often lose their viability due to inspections, which negatively impacts exporters and their time costs.

Deputy Jumabek Salymbekov raised the pressing issue of the existing restriction on the stay of foreign citizens in the republic, which is in effect for 90 days. He suggested reconsidering this matter jointly with the Ministry of Foreign Affairs.

Additionally, the parliamentarians reviewed and approved the bill "On Ratification of the Agreement between the Cabinet of Ministers of Kyrgyzstan and the Government of Belarus on Readmission," signed on September 29, 2025, in Minsk, in two readings.

This agreement aims to simplify the process of accepting individuals who are unlawfully present in the territory and regulate cooperation in combating illegal migration, in accordance with international norms.

During the discussion, Deputy Umbetaly Kydyraliev inquired about which categories of individuals are not subject to the readmission procedure.
