The Parliament of Kyrgyzstan adopted a bill aimed at reducing the level of begging in the first reading

Today, March 4, during a meeting of the Jogorku Kenesh, deputies reviewed the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Code of the Kyrgyz Republic on Offenses, the Law of the Kyrgyz Republic 'On External Migration')" and adopted it in the first reading.

Deputy Minister of Internal Affairs Oktobyr Urmambetov presented information on the draft law.

The project aims to reduce the level of begging and eliminate its negative impact on public order, as well as to enhance road safety by restricting begging on roads and protecting vulnerable citizens from exploitation.

The project's objectives include establishing legal norms that will introduce liability for intrusive begging in public places, including roads, as well as measures to prevent the involvement of vulnerable groups in begging, with strict sanctions for such actions. The project also creates a legal basis for the expulsion of foreign citizens who repeatedly violate the norms.

During the discussion, deputy Ilimbek Kubanychbekov expressed concerns about cases of fraud related to fundraising for treatment abroad, which undermines public trust and harms those who genuinely need assistance. He suggested developing a mechanism for interaction with the Ministry of Health to confirm diagnoses.

Deputy Dastan Bekeshev raised the question of why law enforcement agencies and social services do not take necessary measures in cases of children being involved in begging. Toktobubu Ashymbaeva also noted the need for measures against the involvement of children in this practice.

Deputy Kamila Talieva spoke about the importance of conducting raids to identify individuals engaged in begging, adding that assistance to those in need should come through charitable foundations. Deputy Mahabat Mavlyanova also supported the draft law, noting that begging on the roads poses a threat to safety. As a result, the draft law was adopted in the first reading.
