Today, March 2, the Committee of the Jogorku Kenesh of the Kyrgyz Republic, which deals with science, education, innovative development, information technologies, culture, sports, and youth affairs, reviewed the draft law "On Amendments to the Law of the Kyrgyz Republic 'On Advertising'" and decided to reject it in the first reading.
The initiator of this draft law was Deputy Dastan Bekeshev.
Deputy Bekeshev noted that the bill is aimed at protecting the interests of homeowners' associations and property owners in their right to legally receive income from the placement of advertising structures. It also aims to prevent illegal bans on the installation of modern advertising media, such as LED screens.
Bekeshev pointed out that with the resolution of the Bishkek City Kenesh No. 134 dated May 14, 2024, a ban on the placement of LED screens on the facades of residential buildings was effectively introduced, which, in his opinion, contradicts current legislation and constitutional norms. He also reminded that the Bishkek mayor's office requires an expensive facade passport for the installation of such structures.
Deputies Gulsharkan Kultaev, Saltanat Amanova, and Toktobubu Ashymbaeva, during the discussion, drew attention to the norms of the draft law and the conclusion of the Cabinet of Ministers, which revealed a conflict between regulatory legal acts. Deputy Bolot Saginayev clarified questions about the format and standards of LED screens, suggesting that the draft law include provisions for coordination with local self-government bodies. Deputy Mayor of Bishkek Azamat Kadyrov added that the installation of LED screens without prior coordination may negatively affect compliance with the design code of the capital, raising particular concerns about the placement of such structures on the facades of residential buildings, including Soviet-era buildings, as this may violate the architectural integrity of the development.
Deputy Bekeshev emphasized that within the framework of the second reading, provisions will be introduced into the draft law that will provide for zoning of areas and coordination with local self-government bodies. Deputy Seidbek Atambaev expressed support for this draft law, noting that in other countries, the installation of LED screens on the facades of residential buildings is allowed, provided zoning and brightness restrictions are observed. Deputy Sovetbek Rustambek uulu also supported the draft law, paying attention to the mechanisms for placing LED screens in the regions of the republic, especially on the facades of private houses.
