The Committee of the Jogorku Kenesh rejected amendments to the advertising law in the first reading

Today, a meeting of the Committee on Science, Education, Innovative Development and Information Technologies, Culture, Sports, and Youth Affairs took place in the Jogorku Kenesh, during which the draft law "On Amendments to the Law of the Kyrgyz Republic 'On Advertising'" was rejected in the first reading.

The draft law was initiated by deputy Dastan Bekeshev.

According to him, the purpose of the draft law is to protect the rights of owners of residential premises and homeowners' associations, allowing them to legally earn income from the placement of advertising structures. The project aims to prevent illegal bans on the installation of modern advertising means, such as LED screens.

Bekeshev also reminded that according to the resolution of the Bishkek City Kenesh No. 134, adopted on May 14, 2024, a de facto ban was introduced on the placement of LED screens on the facades of apartment buildings.

“Such a decision violates existing legislation and constitutional norms,” he emphasized, adding that the Bishkek mayor's office requires obtaining an expensive facade passport for the installation of such screens.

During the discussion, deputies Gulsharkan Kultaev, Saltanat Amanova, and Toktobubu Ashymbaeva pointed out the contradictions mentioned in the conclusion of the cabinet of ministers regarding the norms of the draft law.

Deputy Bolot Saginayev raised questions about the requirements for the format and standards of LED screens, suggesting to include norms in the law regarding coordination with local self-government bodies.

Azamat Kadyrov, deputy mayor of Bishkek, noted that the installation of LED screens without prior coordination could negatively affect compliance with the design code of the capital. He expressed particular concern about the placement of such structures on the facades of residential buildings, including those built during the Soviet period, as this could violate the architectural integrity of the development.

Bekeshev added that changes related to zoning of territories and coordination with local authorities will be made to the draft law during the second reading.
