The deputy proposes to allow homeowners' associations to place LED screens on building facades

At a meeting of the Committee of the Jogorku Kenesh on Science, Education, Innovations, Culture, Sports, and Youth Affairs, Deputy Dastan Bekeshev proposed to legalize the placement of LED screens on the facades of residential buildings managed by homeowners' associations (TSJ).

In his opinion, this measure will allow residents to earn additional income for their needs.

“This will reduce the financial burden on the budget, and people will be able to solve their housing problems independently. In Bishkek, the city administration has imposed a ban on advertising for everyone except large shopping centers. I believe this is an incorrect decision that needs to be changed. Until 2024, there were no such bans, and TSJs had the opportunity to install billboards. After the design code was introduced by the city administration, all these billboards were dismantled,” Bekeshev noted.

In turn, Vice Mayor Azamat Kadyrov emphasized that the city authorities have long been working on improving the architectural appearance of the capital.

“If we allow everyone to install LED screens without approval from local authorities, it will lead to chaos in the city. However, we are ready to discuss the possibility of installing such screens on internal streets. Currently, we are conducting an auction for issuing permits for the installation of LED screens in accordance with established standards,” he added.

“As for shopping centers, they are allowed to install screens since they were originally designed as commercial facilities with such solutions in mind,” Kadyrov concluded.
