- On February 21, 2026, the Cabinet of Ministers adopted Order No. 101-r, which approved the conclusion to the Exchange Notes between the Government of Kyrgyzstan and Japan, as well as the Grant Agreement with the Japan International Cooperation Agency (JICA). This pertains to the project "Reconstruction (construction) of the bridge over the Naryn River on the Bishkek—Osh highway to improve connectivity with the Trans-Caspian International Transport Route."

The signing of the agreements took place on December 12, 2025, in Bishkek. The Ministry of Transport and Communications has been designated as responsible for the implementation of these Exchange Notes and the Grant Agreement. The conclusion will be sent to the Jogorku Kenesh of the Kyrgyz Republic.

The project involves the construction of a new bridge 210 meters long over the Naryn River.

The construction is planned in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek—Osh highway, replacing the old bridge built in 1964, which, according to information, has practically lost its load-bearing capacity.

According to the Grant Agreement, the Japanese government allocates a grant of 3 billion 190 million Japanese yen (20 million 400.9 thousand dollars at the current exchange rate).

Co-financing from the Cabinet of Ministers will amount to 113.2 thousand US dollars (9.9 million soms at the National Bank of the KR exchange rate at the time of conclusion).

The conclusion also states that the ratification of the Exchange Notes and the Grant Agreement will not require additional expenditures from the republican budget, except for the agreed co-financing, and will not lead to negative socio-economic consequences.

of the Cabinet of Ministers of the Kyrgyz Republic to the Exchange Notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan on the project "Reconstruction (construction) of the bridge over the Naryn River on the Bishkek—Osh highway to improve connectivity with the Trans-Caspian International Transport Route" and the Grant Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Japan International Cooperation Agency (JICA) for the project.

These Exchange Notes and the Grant Agreement were signed on December 12, 2025, in Bishkek.

The agreed documents comply with the Constitution of the Kyrgyz Republic and international obligations, acting in accordance with the legislation of the country.

In accordance with Articles 11 and 12 of the Law of the Kyrgyz Republic "On International Treaties," the Exchange Notes and the Grant Agreement were coordinated with the relevant committees of the Jogorku Kenesh: the Finance Committee, the Committee on Industrial Policy, and others, as well as with the ministries of the Kyrgyz Republic. These documents received approval by the order of the Cabinet of Ministers dated December 10, 2025, No. 1091-t.

The Grant Agreement project includes the construction of a modern bridge 210 meters long over the Naryn River, which will significantly improve transport communication on the Bishkek—Osh highway. This will increase the capacity of the route and reduce travel time for freight and passenger transportation, as well as improve the region's connection with the Trans-Caspian International Transport Route, facilitating international trade and economic integration in Central Asia.

The new bridge will be built in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek—Osh highway. It will replace the old bridge from 1964, which no longer meets modern standards. At present, its load-bearing capacity is nearly exhausted.

Given this, the construction of a new bridge has become a necessity to avoid potential emergencies and adapt to climate change, as the new bridge will be more resilient to natural disasters and will ensure stable transport communication between the north and south of the country.

Under the terms of the Grant Agreement, Japan will provide a grant of 3,190,000,000 Japanese yen, in accordance with Japanese legislation within the framework of the Exchange Notes and the Grant Agreement.

According to the commitments provided under these agreements, the project will also receive co-financing from the Cabinet of Ministers of the Kyrgyz Republic in the amount of 113,202 US dollars, which is equivalent to 9,899,515 soms at the current exchange rate of the National Bank.

The ratification of these agreements will not require additional expenses from the republican budget, except for the agreed co-financing.

Furthermore, the ratification will not cause negative consequences in social, economic, or environmental spheres and does not require public hearings.
