The main goal of this resolution is to reduce corruption risks associated with conducting auctions for the right to use subsoil resources.
According to the Temporary Regulation, interaction between auction participants, the organizer, and the technical operator will be carried out through the official electronic auction portal. Documents will be submitted in electronic format, including scanned copies of paper documents and documents signed using an electronic digital signature (EDS).
The right to use subsoil resources will be granted through electronic auctions based on subsoil plots, the registry of which is formed and approved by the auction organizer annually.
The Ministry of Natural Resources, Ecology, and Technical Supervision is instructed to:
- implement a pilot project for conducting electronic auctions for the right to use subsoil resources from the moment this resolution comes into force until September 30, 2026.
The resolution will come into effect 15 days after its official publication.
