In particular, a new clause 7 has been added to the resolution dated May 28, 2025, No. 282, which includes subclauses 1-1 and 1-2, regulating the conditions for the transportation of coal of grade "B" for the population by rail.
New conditions:
- From December 1, 2025, to March 31, 2026, a fixed tariff of 650 soms (including all additional charges, excluding VAT) is established for the transportation of one ton of coal grade "B" from the station "Rybachye" to the stations "Tokmok," "Kant," and "Alamedin" for OJSC "Kyrgyzkomur." The establishment of the tariff will be carried out jointly with the antimonopoly service;
- For the same period, a coefficient of 0.75 is introduced to the tariffs for the transportation of one ton of coal grade "B" for the population from the station "Rybachye" to the stations "Shopokovo," "Belovodskaya," and "Kara-Balta" in favor of OJSC "Kyrgyzkomur" (also considering additional charges, excluding taxes).
This resolution will be officially published and will come into effect on December 1, 2025.
Information about coal grade "B"
Coal grade "B" is brown coal, the youngest type of fossil fuel with a low degree of carbonization, formed from peat. It is characterized by high moisture (40-70%), ash content (25-40%), and calorific value ranging from 4000 to 5500 kcal/kg. Due to its good combustibility and affordable price, this coal is most commonly used in the communal sector (in stoves and boilers).

On the preparation of the economy and population of the Kyrgyz Republic for the winter season of 2025/2026
(As amended by the resolution of the Cabinet of Ministers of the KR dated February 11, 2026, No. 86)
In order to ensure the population and the economy with electricity, heat, and fuel, as well as to prepare government agencies and regions for the winter season of 2025/2026, the Cabinet of Ministers takes the following measures:
Ministries, state committees, local administrations, and other relevant authorities are instructed:
1) to ensure compliance with electricity and capacity consumption limits, as well as to follow the schedules according to appendices 1-20;
2) to develop measures for preparation for the winter season taking into account the experience of past winters;
3) to create local winter preparation headquarters that will conduct monthly monitoring;
4) to establish commissions by July 1, 2025, to check the readiness of boiler houses and other facilities for winter;
5) to procure fuel for budgetary organizations;
6) to implement energy-saving policies to reduce costs;
7) to inform the population about the necessity of fuel reserves and energy conservation;
8) to provide monthly reports to the Ministry of Energy on the implementation of the resolution.
Temporary commissions for fuel procurement are exempt from the requirements to provide information on tax arrears;
The antimonopoly regulation service must establish control over coal prices;
Additionally, the resolution includes measures to ensure reliable supply of coal and fuel oil, as well as directives for various government agencies aimed at supporting the population in anticipation of the winter season.
Preferential tariffs and measures taken by the government are aimed at improving the availability of coal for the population and ensuring warmth in homes during the cold months.
