Starting from May 1, 2026, a new phase of electricity price growth will begin in Kyrgyzstan. The Ministry of Energy, through the Department of Regulation of the Fuel and Energy Complex, shared details of the upcoming changes and tips for saving on electricity bills with Kaktus.media.

Who Determines the Tariffs

According to energy experts, the current tariffs for the population are socially oriented and significantly lower than their actual cost. To rectify this situation, the government approved Resolution No. 227 on April 24, 2025, which defines the medium-term tariff policy for electricity for the period from 2025 to 2030.

This document proposes a phased change in tariffs aimed at balancing the income and expenses of energy companies and reducing the deficit in the energy system.

The department noted: "To ensure uninterrupted electricity supply, it is necessary to carry out annual repairs of energy equipment, overhead lines, hydro units, and transformers. For a long time, the current tariffs did not cover the actual cost of electricity, and the difference was compensated by budget loans. Now, tariffs will be gradually adjusted to the level of actual cost."

According to the approved tariff policy, all subscribers will gradually pay for electricity at cost price. Energy experts are confident that this policy will help eliminate the financial deficit in the energy sector, support the economic development of the country, and ensure affordable electricity supply for new residential and public facilities, such as kindergartens, schools, and hospitals.

Prospects for the Population

For household consumers in Kyrgyzstan, a differentiated tariff for electricity has been established, which depends on the volume of electricity consumed. For consumption up to 700 kilowatt-hours per month, a social norm applies, and for exceeding this limit, the calculation is made at cost price, as for non-household subscribers.

Energy Minister Talaybek Ibraev previously reported that in 2027, the tariff will increase by 33 tyiyn, in 2028 by 39 tyiyn, in 2029 by 47 tyiyn, and in 2030 by 57 tyiyn. Thus, by 2030, the tariff will reach a cost level of 3.4 soms for consumption up to 700 kW.

If consumption exceeds 700 kilowatt-hours, the exact tariffs in the medium-term tariff policy are not specified. It is known that the tariff will be determined by the formula: current tariff + annual inflation rate (9.4% based on the results of 2025) + 3.5%.

It is impossible to approve these tariffs in advance, as they will depend on the actual level of inflation at the end of the year.

As a result, the average increase in electricity tariffs will be 50 tyiyn. Tariffs for the population consuming up to 700 kilowatt-hours will remain the lowest, while the highest will be for energy-intensive consumers and charging stations.

Introduction of a New Night Tariff

With the new tariffs, a night tariff will also be introduced, as reported by Energy Minister Talaybek Ibraev, emphasizing that this decision was made at the initiative of the deputies.

The exact rates for the night tariff have not yet been determined and are in the process of being agreed upon in the government.

The essence of the innovation is that for consumers who primarily use electricity at night, a reduced tariff will apply, which will be 25% lower than the established price.

It is important to note that the transition to a differentiated tariff will be completely voluntary and will be carried out only at the consumer's request. This mechanism is aimed at reducing the load on the energy system during peak hours and increasing the reliability of electricity supply throughout the republic.

The tariff will be applied depending on the technical capabilities of the energy supply company and only in the presence of "smart meters." The possibility of applying the new tariff will be provided to four categories of consumers: the population, electric vehicle charging stations, industrial, and commercial consumers.
