The Parliament of Kyrgyzstan approved in the first reading the law on changing the status of border crossing points with Kazakhstan.

Today, February 25, during a meeting of the Jogorku Kenesh, deputies reviewed and approved a bill concerning the ratification of a protocol on amendments to the agreement between the Governments of Kyrgyzstan and Kazakhstan regarding border crossing points, signed on August 22, 2025, in Bishkek. This decision was made in the first reading.

Speaking at the meeting, the chairman of the State Border Service of Kyrgyzstan, Abdikarim Alimbaev, reported that the bill proposes changing the status of the border crossing points "Tömönkü-Chüy-automobile" (also known as "Kamyshanovka-automobile") and "Kichi-Kapka-automobile" from bilateral to multilateral (international). Additionally, it is proposed to change the operating mode of the "Tömönkü-Chüy-automobile" crossing point from daytime operation to round-the-clock operation.
According to Alimbaev, these changes are aimed at creating comfortable conditions for the development of tourism, as well as increasing the flow of goods and passengers, including foreign tourists, and improving infrastructure.
Also at the meeting, the bill "On the Ratification of the Agreement on the Universal Center for Countering Challenges and Threats to the Security of the Member States of the Shanghai Cooperation Organization," signed on September 1, 2025, in Tianjin, was adopted. This project was approved in three readings.
The information was presented by the Deputy Chairman of the State Committee for National Security and Director of the Anti-Terrorism Center of the GKNB, Alisher Erbaev. He explained that the agreement provides for the establishment of a Universal Center based on the Regional Anti-Terrorism Structure of the SCO in Tashkent, Uzbekistan, which will include an Information Security Center and a Center for Countering Transnational Organized Crime, which will be located in Bishkek.
In addition, lawmakers also adopted the draft law "On Amendments to the Law of the Kyrgyz Republic on the Individual (Personalized) Accounting of Citizens of the Kyrgyz Republic for the Purposes of Mandatory State Social Insurance" in the second reading.
