The Cabinet of Ministers has expedited the issuance of special permits for heavy and oversized transportation.
This document revises the procedure for the passage of special vehicles and vehicles carrying indivisible cargo on public roads, as well as updates the rules for transporting oversized and heavy cargo.
Now, the passage of vehicles whose weight exceeds the established norms is only possible with a special or multiple-use permit. These permits, issued by the authorized state body, are valid for travel on state, departmental, and municipal roads, excluding private ones.
Among the main changes, it is worth noting the reduction in approval times:
Now, electronic approval of the special permit by the road traffic safety and electric transport services must occur within 3 hours through the interagency electronic interaction system "Tunduk".
Furthermore, the resolution states that at the checkpoints on the external border of the EAEU in Kyrgyzstan, control over the weight and dimensions of vehicles is carried out by the authorized customs authority, the results of which are transmitted in electronic format for permit issuance.
The document also clarifies that the passage of vehicles with indivisible cargo and exceeding permissible weight parameters is only possible with the corresponding special permit, valid on all state and municipal roads, except for private ones.
The updated list of documents for applying for a special permit includes:
copies of the driver's license, registration certificate (technical passport), vehicle inspection document (for foreign carriers — in the official or state language), as well as photographs of the vehicle.
Changes also pertain to the procedure for compensating damage caused to highways by heavy and oversized transportation.
The new version stipulates that the movement of the vehicle is not allowed until the fees for damage compensation are paid, except in cases provided for by the rules.
The damage calculation will be based on the maximum difference between the established norms of total weight or axle loads and the actual values at the time of weighing; the charge applies to roads with asphalt concrete surfaces. It is established that the overload rate is subject to annual adjustment in accordance with the level of actual inflation for the previous year, and the excess weight and axle loads are rounded to 100 kg, indicating in tons.
The rules for transporting oversized and heavy cargo are also clarified: if the height of the vehicle with cargo exceeds 5 meters above the roadway, mandatory route approval with the relevant services is required.
Point 8 has been declared invalid, and the issue of route approval and special permit is now resolved by the authorized state body in the field of internal affairs.
This resolution comes into force 15 days after its official publication. It was published in the newspaper "Erkin Too" on February 10, 2026 (No. 9).
