On February 23, during a meeting held by the Speaker of the Jogorku Kenesh of the Kyrgyz Republic, Marlen Mamataliyev, important issues regarding the work of the parliament's apparatus were discussed. This information was provided by the parliament's press service.
At the beginning of the meeting, Marlen Mamataliyev introduced the new head of the apparatus, Almasbek Abytov, to the team, emphasizing his significant experience of 18 years working in the Jogorku Kenesh.
“Almasbek Abytov has served for many years as the president's representative in parliament and has also held the position of minister. I am confident that his experience will help in further advancing the work of the parliament and completing the ongoing reforms. It is important to implement the planned reforms and improve the work of the apparatus in the next 1-2 months to enhance the efficiency of the parliament,” noted Mamataliyev.
The Speaker also outlined a number of priority tasks for the apparatus led by Abytov. “Employees must remain outside of political intrigues and diligently fulfill their official duties. It is important to avoid division and ensure equal treatment of all deputies in carrying out tasks. We will focus on developing legislative activities and digitalization. To this end, we will raise the requirements for the professionalism of employees and strengthen efforts to develop their potential,” he added.
Furthermore, the Speaker emphasized that changes in the personnel of the apparatus are aimed at improving the quality of work. “We will support professional civil servants and, as necessary, recommend them for leadership positions in other government agencies. Our task is not just to replace personnel but to motivate employees and effectively utilize their experience,” stressed Marlen Mamataliyev.
Almasbek Abytov, for his part, thanked the Speaker for his trust and assured that he would make every effort to successfully fulfill the assigned tasks and implement the strategic development plan of the parliament.
