“You have been dragging this project out for 5 years and still cannot complete it. This is absolutely unacceptable,” he addressed the representatives of the state structures involved in the project.
Amangeldiev noted that the issue of irrigation remains extremely relevant this year.
“Erlan Omuraliev [head of the Main Department of Water Management of the Chui region] is reading his report, and I would have already cried from worry in his place. If we do not resolve these issues in advance, they will remain unresolved. Fieldwork will be completed in a month, and in a year... You are not even paying attention to the current weather,” he emphasized.
The Deputy Chairman also inquired about the state of irrigation channels and reminded about the measures of state support. According to the president's directive, since the end of last year, preferential loans for the development of drip irrigation at an interest rate of 6% per annum have been implemented by state banks.
He emphasized support for business, noting that in the last four years, attention has been focused on large entrepreneurs, while this year the emphasis is on medium and small businesses. Key problems remain difficulties with certification, crossing borders, and a lack of working capital.
Amangeldiev reported that the initial interest rate on loans was 10%, but considering the subsidized nature of agriculture, it was reduced to 6%. Additionally, due to funds from the presidential fund, part of the loans is provided at 0%.
He also noted that there is no progress in the use of idle facilities in the region. According to him, starting from 2024, the situation remains unchanged for 39 facilities — the buildings have not been put into operation.
The Deputy Chairman added that 300 million soms have already been allocated for subsidizing interest rates, noting that this is only the first stage of the support mechanism.
