Board meeting in Batken. Torobaev instructed to expedite the launch of priority projects
In Batken, a meeting was held where the Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic and the Minister of Water Resources, Agriculture, and Processing Industry, Bakyt Torobaev, discussed the results of the socio-economic development of the region for 2025 and outlined key tasks for the near future.
During the meeting, relevant issues were considered, including the implementation of national and regional programs, the state of infrastructure and social projects, as well as aspects of security, communal sustainability, and the quality of public services. Special attention was paid to attracting investments and implementing digital technologies in public administration, as well as coordinating actions between central government bodies and local administration.
Bakyt Torobaev, addressing those present, noted the significance of the five-year term of President Sadyr Japarov, as 2025 marked the anniversary of his assumption of office.
“Comparing the data from 2020 and 2025, we observe significant changes in the economy and public administration that can be characterized as ‘night and day,’” he noted. In 2025, the consolidated budget exceeded 1 trillion soms, which is a significant increase compared to 247.8 billion soms in 2020.
The minister also emphasized the increase in activity in the real sector of the economy, pointing to growth in such important areas as construction, industry, services, and agriculture—these sectors have become the main drivers of economic growth.
Within the framework of the meeting, issues of improving budget discipline, controlling expenditures, and further developing investment policy were also discussed. Bakyt Torobaev highlighted the importance of actively applying public-private partnership mechanisms, enhancing coordination between central authorities and the Batken region administration, as well as strengthening measures for risk management and emergency preparedness. An important aspect was creating conditions to improve the quality of life for the population, including issues of internal migration and creating new jobs.
“Our task is not only to support economic growth but also to ensure sustainable development of the regions through attracting investments, creating jobs, and developing infrastructure. We must continue efforts to improve the living standards of the population and create conditions for sustainable economic growth,” he added.
As a result of the meeting, specific recommendations were given to the regional administration and relevant ministries, including the implementation of strategic programs with clear deadlines and responsibilities, accelerating the launch of key projects, completing unfinished social facilities, improving the management of public finances and assets, as well as modernizing infrastructure. Attention will be paid to implementing modern monitoring and control tools, ensuring environmental and social responsibility for large projects, and improving the quality of public services.
