Since 2020, the budget of Kyrgyzstan has increased almost fivefold – Kasymaliev

During the meeting of the Ministry of Finance board, which took place under the chairmanship of Adylbek Kasymaliev, head of the presidential administration and prime minister, the results of the work for 2025 were summarized.

Kasymaliev noted that the Ministry of Finance is concluding 2025 with significant achievements, emphasizing that in recent years, Kyrgyzstan has demonstrated stable economic growth and financial sustainability.

“Compared to 2020, it can be seen that the country's budget has increased almost fivefold. The consolidated budget: in 2020 it was approximately 247.8 billion soms, and by 2025 it reached 1 trillion 101 billion soms,” Kasymaliev emphasized, listing the factors contributing to this growth.

Among these factors:

- economic growth: the gross domestic product (GDP) in 2020 was 8.3 billion US dollars, and by 2025 it exceeded 22.6 billion US dollars;

- improvement in tax administration: the revenues of the Tax Service increased from 78 billion soms in 2020 to 304.3 billion soms in 2025;

- customs revenues increased sixfold: in 2020, about 28.9 billion soms were received in the budget, while in 2025 it was about 157.4 billion soms;

- non-tax revenues increased 8-9 times: from approximately 33 billion soms in 2020 to about 189.4 billion soms in 2025;

- growth in economic activity: the volume of the services sector in the GDP structure exceeded 1 trillion soms, with a growth rate of 10.9%;

- increase in revenues from Kumtor: from 2021 to 2025, after Kumtor was transferred to state management, about 5 billion 115 million dollars (over 400 billion soms) were received. Approximately 1 billion 176 million US dollars (about 100.6 billion soms) were collected in the budget as taxes and other payments, while about 441 million US dollars (approximately 38.2 billion soms) were collected as dividends.

Kasymaliev also noted that as revenues grow, budget expenditures also increase, emphasizing that the availability of funds allows for the implementation of large-scale construction projects, as well as the development of infrastructure and housing.

“If earlier our budget had a predominantly social focus, now it has become a development budget,” stated Adylbek Kasymaliev.

Following the meeting, the prime minister gave the Ministry of Finance a number of instructions, including one of the main tasks set by the President for 2026 — to increase the salaries of social sector workers and ensure the effective use of budget funds in the public procurement system.
