According to the approved document, the construction of the "Bedele" road border crossing will start by September 30. The point will operate around the clock and throughout the year.
The executors of this project are the State Customs Service and the State Border Service, with funding provided through grant assistance.

The "Bedele" border crossing is expected to be commissioned by the fourth quarter of 2029, with an anticipated capacity exceeding 1,000 vehicles per day, and the average border crossing time for one vehicle will be no more than 15 minutes.
The "Bedele" point, located on the Kyrgyz-Chinese border, was officially opened on September 3, 2024, in the Issyk-Kul region. Construction of the Barskoon-Bedele road will begin on August 27, 2025, which will provide access to the border crossing and connect Kyrgyzstan with the Chinese cities of Aksu and Uchturfan. Furthermore, the Cabinet is considering the possibility of constructing a railway line along this route.
Historical background
The Cabinet of Ministers approved the draft response letter to the Chinese side regarding the technical and economic feasibility study (TEFS) for the construction and equipping of the "Bedele" road border crossing on the border with China.
The relevant order No. 696-t was signed by the Chairman of the Cabinet, Adylbek Kasymaliev, on August 13, 2025.
Key points of the agreement:
The parties agreed to exchange official letters to recognize the Agreement on conducting the TEFS, funded by Chinese grant funds.
The Chinese side will cover the costs of conducting the TEFS amounting to 1,118,000 yuan (~154,000 USD).
The Kyrgyz side commits to:
- provide the necessary technical information;
- allocate specialists;
- designate the responsible agency, which will be the State Customs Service of the Kyrgyz Republic.
If the results of the technical and economic feasibility study are positive, the parties will sign a separate agreement to approve the project.
Funding will be provided through the China Development Bank and OJSC "Eldik Bank" of Kyrgyzstan after the submission of invoices in four copies.
The signing of the response letter is entrusted to the Minister of Economy and Commerce of the Kyrgyz Republic, Bakyt Sydykov, who is authorized to make non-essential changes.
