The Cabinet has established preferential tariffs for railway transportation of coal for Bishkek CHPP.

- The amendments to the resolution dated May 28, 2025, No. 282 "On the preparation of sectors of the economy for the autumn-winter period of 2025/2026" were made by the Cabinet of Ministers of the Kyrgyz Republic.

According to the new resolution dated February 11, 2026, No. 86, changes were made to paragraph 7, which regulates tariffs for railway transportation of coal for the Bishkek heat and power plant.

In particular, the Ministry of Economy and Commerce, together with the Ministry of Transport and Communications, has been instructed to set an upper limit on coal transportation tariffs for the Bishkek heat and power plant—no more than 50 soms per ton per kilometer. This applies to routes from the stations "Rybachye," "Tokmok," "Kant," and "Alamedin."

Additionally, from December 1, 2025, to March 31, 2026, a coefficient of 0.75 will be applied to tariffs, including all fees and surcharges, for coal delivery to the Bishkek heat and power plant on the routes "Rybachye" — "Shopokov," "Belovodskaya," and "Kara-Balta."

This resolution will come into effect on December 1, 2025, and is subject to official publication.
