For five years, it has been clear to everyone that President Sadyr Japarov and his close associate Kamchybek Tashiev have been working in close contact. However, in recent months, some irresponsible individuals, using the name of the general, have begun to act as if they are the creators of history. They started promoting their personal ambitions and inflaming an atmosphere of discontent, leading to a situation where rumors of dual power and the need for early elections arose in society.
These provocateurs' actions have created a rift between Japarov and Tashiev, threatening the stability of the entire society. This is unacceptable for the state. Power must be clearly defined and concentrated in one center.
President Japarov has sworn an oath to the people and the Constitution. His duty is to ensure unity, stability, and the rule of law. We must not return to the mistakes of the past, when decisions depended on personal relationships.
As a mature political society, we cannot allow important state issues to be reduced to personal conflicts.
We must also recognize that in recent years, a disbalance has emerged in the system of public administration. The excessive concentration of functions in security agencies has led some of their representatives to exceed their authority, creating an atmosphere of fear in society. This issue has drawn justified criticism from civil society and youth.
Our history knows examples when legality was replaced by political expediency. When the principle of the rule of law is violated, it undermines the foundations of a constitutional state.
Excesses, no matter how noble the intentions behind them, contradict the spirit of our Constitution. The Kyrgyz Republic must strictly protect the rights and interests of every citizen. The period of transferring unlawful powers and institutional imbalance must remain in the past. We must move towards a rule of law where each authority acts within its powers.
I regret to note that this stage of our political history has ended so unexpectedly. However, this period of ambiguity had to come to an end. We must give credit to General Tashiev for his call for peace and refusal of illegal actions.
Today, Kyrgyzstan faces serious tasks, including preparations for major international events and the celebration of the 35th anniversary of Independence. We must ensure a calm and stable atmosphere for these events. The presidential elections must take place in January next year on schedule.
