The Administration of the President Summarizes the Results of Two Reforms Under the "Government Accelerators" Program
Kasymaiev emphasized the importance of continuing the implementation of reforms outlined in the "Government Accelerators" program, as well as monitoring their execution. As part of this program, 12 reforms were launched in 2025, all of which achieved their goals, and the results of the last two were discussed at the meeting.
One of the presented reforms was the simplification of the process for obtaining permits for international road transport to China. Previously, Kyrgyzstan and China exchanged a fixed number of permit forms on a parity basis, with 130,000 such forms exchanged in 2025. However, the process of obtaining permits was complicated by the lack of an integrated information system and electronic approval mechanism, which required carriers to prepare numerous documents and make personal visits to the Ministry of Transport. Now, the time to obtain permits has been reduced from 24 hours to just 10 minutes.
To simplify the process, the e-Permit software was developed, allowing applications to be submitted online and cashless payments to be made through electronic wallets. All information exchanges between the relevant authorities now occur through the "Tündük" platform in electronic format.
The second reform was the simplification of the vehicle control procedure at the borders of the EAEU countries. Previously, entrepreneurs and logistics companies faced problems due to the lack of data exchange between the Kyrgyz Republic and other member states. This led to delays at the borders, as documents had to be provided in paper form. Within 100 days, the information exchange system was updated and integrated, simplifying the control process. Automation of processes was introduced, and inter-agency cooperation was improved, significantly reducing the time required to cross the border.
The meeting also addressed important issues related to preparations for international events, the implementation of infrastructure projects, and the current state of tasks. Following the meeting, appropriate instructions were given.
