The document stipulates that by December 1, 2026, the technical and economic justification (TEO) of the project will be completed, the construction of the workers' town will be finished, and preparatory activities for the construction of the hydropower plant with a capacity of 912 MW will begin.
The Ministry of Energy has been appointed responsible for the implementation of this plan, and the open joint-stock company "Directorate of Constructed Power Plants" and the joint-stock company "Electric Stations" will participate in coordination with it.
Funding for the works is planned to be provided by private investors.

The Kazarman Hydropower Cascade, located on the Naryn River, includes four stations:
- ALA-BUGA HPP — 600 MW
- KARA-BULUN-1 HPP — 149 MW
- KARA-BULUN-2 HPP — 163 MW
- Total capacity: 912 MW.
Background
On August 25, 2025, an investment agreement regarding the implementation of the Kazarman Hydropower Cascade construction project, estimated to cost approximately $3 billion, was signed between the Cabinet of Ministers of the Kyrgyz Republic and the Open Joint-Stock Company "Central Asian Investment Holding".
Upon completion of the technical and economic justification (TEO), the Ministry of Construction, Architecture, and Housing and Communal Services of the Kyrgyz Republic will conduct an expert evaluation, after which the final cost of the project will be determined.
