The Specialized Committee of the Housing and Utilities Sector Heard Information on the Pricing Policy for Works and Services of the Ministry of Construction
During the discussion, Deputy Kunduzbek Suimanov raised the issue of the lack of professional personnel in the field of architectural and construction regulation. In turn, Deputy Bakhirdin Shabazov inquired about the methods of calculating the salaries of ministry employees, reminding that Minister Nurdin Oruntaev had previously mentioned a salary of 500,000 soms. Talantbek Imanakun uulu noted that the ministry's divisions operate on a self-financing principle, and salaries are not paid monthly, but rather depending on the work completed.
Committee Chairman Kuanychbek Kongantiev expressed disagreement with this approach. He emphasized the need to revise the funding principles of the ministry, pointing out potential risks of corruption and monopolization in this area. "A state body with control and regulatory functions should not be dependent on self-financing," he added.
Additionally, committee members discussed the importance of constant monitoring and regulation of prices in the construction sector, the need to take measures to ensure housing affordability, as well as the preparation of qualified specialists for this industry. Issues regarding the improvement of the system for issuing permits for the design and construction of real estate were also raised at the meeting.
